The Harris Small Business Subcontracting approach maximizes the use of qualified small business subcontractors for performance on Alliant Task Orders.

Harris has a mature and successful subcontracting process that begins with selecting the most cost-effective, qualified subcontractors based on technical capabilities, past performance, and programmatic process maturity. This process will be used to meet all the small business goals and objectives in the Alliant basic contract. Through our rigorous use of this process, small businesses will be provided the maximum opportunity to perform Task Order work in support of Harris under the Alliant GWAC awarded to Harris.

Harris maintains an outstanding (Government audited and substantiated) record of performance in the development of subcontracting opportunities for Small Business/Small Disadvantaged Business (SB/SDB) concerns. The Small Business Administration (SBA) recognized Harris’ achievements in SB/SDB subcontracting with the 2004 Dwight D. Eisenhower award for Excellence in the Research & Development Category. Harris was judged to be the most outstanding of all R&D companies nominated from the SBA’s portfolio of 2,500 large contractors. The SBA’s evaluation criteria for this award included:

• Excellent small business subcontracting performance from 2001 through 2004
• Demonstrated management support of the Harris Supplier Diversity Program
• Effectiveness of the Harris Small Business Liaison Officer
• Outreach and assistance to Small Businesses
• Participation in a Mentor-Protégé Program

Harris is also a long term participant of the DoD Comprehensive Small Business Subcontracting Plan Test Program and has received outstanding ratings from the Defense Contract Management Agency. Participation under this DoD program enables Harris to apply its resources to increase subcontracting opportunities for small business concerns using a company-wide approach.

Harris has maintained a long-term commitment to small business subcontracting. Harris is a 10-year participant of the DoD Comprehensive Small Business Subcontracting Plan Test Program and has received the Small Business Administrations’ Dwight D. Eisenhower award for achievements in SB/SDB subcontracting.
